Joaquín María López de Oliver y López de Platas (Villena, Alicante, August 15, 1798-Madrid, November 14, 1855) was a Spanish politician, jurist and parliamentary speaker, with a progressive ideology. He reached the presidency of the Government on two occasions. It was in his second government that the current flag of Spain was established. In the Royal decree dated October 13, 1843, the Spanish war flag is determined as the basis for the rest of the flags and banners of the army and of the public institutions of the kingdom.
